CosmosCode will provide a project hosting platform and shall enlist a few projects. Volunteers can contribute to the projects using the open source development model as with SourceForge, Google Code or Microsoft Codeplex.
I am really glad to see even Government and Defense organizations following the opensource development model and doing away with the non-transparent nature.
